I came to understand how no-growth economics worked on Varok. Organized around a democratically chosen standard of living, the sentient beings of Varok selected technological ideas for development only if they did not rob future generations of nonrenewable resources. Quotas for resource auctions were set with that in mind. Such limiting choices were considered deeply moral imperatives.
